A 58 year old truck driver was left like this by California Highway Patrol for refusing to sign a ticket(which is his right. In California, only those actively under arrest must sign the ticket or the agreement to appear in court).
Medical records also show that he apparently stopped breathing while lying out on the highway and had to be rushed to Auburn Faith Hospital. But Kozacenko's injuries were too severe for that hospital's emergency room and he had to be transported to UC Davis Medical Center in Sacramento.
Olegs is currently seeking a civil suit against the officers, but both officers are still on duty and have not been reprimanded in the slightest. Keep in mind this happened in 2011, and still nothing has been done.
