Looks like a cheap version of Biofeedback.

yeah, cause had dunham not blocked it with his arm it would have been his skull. the knee was illegal, but it wasn’t the turning point in the fight or anything so it isn’t as big an issue. the only real issue is that melvin is still a thug fuckstick.

What constitutes hitting a "downed opponent"?

I thought they had to have a hand on the floor, which Dunham didn’t when he got kneed, in-fact he barely got his knee on the floor as Guillard’s was just being launched. Even though it didn’t have any effect on the fight I’d also argue it was barely even an illegal strike had it been the KO that ended it.
