What does it mean to be a Top 10 Pound-For-Pound Fighter?

The definition of the Pound-For-Pound best is a measure of a fighter's talent regardless of their weight...but is it also regardless of their  sex?  (I say so)

So I was thinking about this 'Pound for Pound best fighter' thing today and I realized something.  I know its pretty much consensus that GSP, Anderson Silva and Fedor are all the top 3 p4p (mma) fighters on the planet (in some order), but from 4-10 there's really a good amount of debate that can go into it.  Everyone has a different 4-10 P4P with - usually - about 5 fighters being completely variable between lists depending on who people think has the most impressive wins over the most highly-ranked opponents.  I assume I haven't lost you yet...
So here's my conundrum...
If we're saying 'Pound for Pound Top 10' there's really no excuse for Megumi Fuji not to be mentioned EVER.  It's not 'Men's P4P Top 10' (Ive NEVER seen such a distinction), It's 'Top 10'.  Megumi Fuji is 19-and-0 having only gone the distance 3 times and finishing her opponents in the first round just under 70% of the time.  She may not be facing the best fighters in the world, but she IS fighting the TOP-RANKED competitors in her weightclass.  I dont think her gender and weightclass should really be held against her; I believe that is the whole spirit of the term pound-for-pound.  And by that token, her record and opponent-rankings FAR outpace the top male fighters in her weightclass.
So, I'm not saying her stature should break her into the Top 3 P4P, or even the Top 5, But not even a whiff of the Top 10 in ANYONE's debate?  I think that's an oversight.

It truly makes me (and hopefully you) think again about what it REALLY means to be one of the quote unquote 'Top Ten Pound-For-Pound Fighters'
